In its February 21, 2001 meeting, the Infrastructure Study Steering Committee reviewed Appendix 2, 2001 Review as well as findings from these surveys and focus groups conducted in New Mexico:

·        Association of Developmental Disabilities Community Providers (ADDCP) (December 2000) mailed to the 29 ADDCP members with 26 responses.  Information collected related to the Infrastructure Study focus was direct care staff turnover rate (including substitute staff), which averaged 32.2%. 

·        Arc NM (December 2000).   Arc NM sent 3400 surveys to the Arc NM mailing list.  The survey focused on these questions related to the Infrastructure focus:

Ø      Are you a (check all that apply):  consumer, parent, advocate,  service provider, family member, other

Ø      Are you currently receiving services or your family member (DD Waiver, respite, personal care option, etc)? If not, are you on the DD Waiver Waiting List?  Yes, no. (if yes how long)

Ø      Are you satisfied with the quality of service?

Ø      Do you feel staff are adequately trained?

·        Developmental Disabilities Planning Council:

Ø      Survey completed by Virginia Gilmer July 2000.   This survey was sent to Arc NM and Parents Reaching Out (PRO) mailing lists in July 2000.  One hundred and seven survey responses were received of which 70% were parents of persons with developmental disabilities.  The survey queried what supports the family members received as well as satisfaction with services.

Ø      Public Hearings completed by Virginia Gilmer, July 2000.  Thirty-seven people participated in five public hearings where they voiced areas of concern grouped into these areas: public information, transition issues, managed care, special education issues and other.

Ø      Survey and Focus Groups, completed by Somos Familia, November 2000.  Somos Familia distributed a survey to “consumers” and “caregivers” (attached), which collected: demographic information, services received or in need of, satisfaction with services.  Focus groups were conducted with service providers in five regions of the state as well as with consumers and solicited opinions about quality of services, needed services, as well as other issues. 

·        LTSD Recruitment/Retention Survey, November 2000.  This survey was sent to all LTSD providers to collect baseline data on recruitment and retention in order to provide baseline information for the LTSD Performance Goal related to Quality:  “Percent of community long-term services contractors’ direct contact staff who leave employment annually”.  LTSD staff indicated to the Steering Committee interest in the Infrastructure Study providing further study of staff retention that would parallel the initial LTSD study.
