About PSN

The mission of the Preschool Network (PSN) is the full inclusion of young children in family and community life through access to quality services and systems of care. PSN works toward this goal by providing training and technical assistance to public school preschool programs for children with special needs and their community partners.

Please discontinue use of the Early Childhood Outcomes Conversion Chart (COSF -> STARS) to report on Indicator 7 (Early Childhood Outcomes). While waiting for STARS to be updated, the Special Education Bureau will be providing you with guidance on how to proceed with reporting on this Indicator.

The Early Childhood Outcomes Center offers COSF Calculators to assist you in getting from the COSF Ratings to the OSEP reporting categories. Instruction and tutorials are provided. The following link will direct you to the information and the calculators.

The Preschool Network continues to be available to support you and your staff in understanding the early childhood outcomes process and completing the Child Outcome Summary Form (COSF). Please call us if you need any assistance in these areas. We will be sending out information shortly on our next scheduled event.
